Towards Cohesive and Consistent Support for Lithuania’s Large Families
The Pabradė Large Families Association “Šeimyna” Participated in the National Discussion on Strengthening Large Families in Lithuania On 21 November 2025. This discussion was titled “Strengthening Large Families in Lithuania: Challenges, Needs and Solutions” and was held at the Seimas of the Republic of Lithuania. The event was organized by the National Family Council and the Seimas Committee on Social Affairs and Labour.
During the event, the key problems currently faced by large families were clearly identified: inconsistent municipal policies, financial burdens, challenges in balancing work and family life, disproportionate utility costs, stigmatization, and the inefficiency of existing support systems. However, alongside these challenges, an essential question was raised regarding the state’s attitude toward large families. It was strongly emphasized that Lithuania must shift from the notion of “support” toward the concept of state gratitude and long-term guarantees. Large
families should not be viewed as recipients of social aid but as creators of Lithuania’s future, investing in the upbringing of new citizens.
Therefore, the state must:
- Provide guarantees, not just occasional benefits
- Ensure long-term financial security for parents raising more children
- Treat large families as a strategic national priority, not a social category
- Create an environment where families can raise Lithuania’s children with quality and dignity
- Recognize large families not as aid recipients but as a source of national strength
Several concrete measures were proposed during the discussion to improve the situation:
- Updating the student funding model
- Introducing zero income tax (GPM) for large families
- Lowering the retirement age for parents
- Equal housing and transportation support in all municipalities
- Introducing utility cost compensation models
- Automating support systems so that assistance reaches all families on time
The discussions highlighted that family-friendly policies must not be fragmented. They should be consistent, cohesive, and based on the state’s long-term responsibility. The National Family Council will prepare a resolution summarizing all proposals and outlining directions for creating sustainable, family-focused national policies.
