Building on earlier Jobs for Immigrants reports, including an initial review of Norway, this analysis offers fresh insights into one of the OECD’s fastest-growing immigrant populations. Over the past 20 years, the share of Norway’s population born abroad has risen from 6.5% to about 16%, driven largely by European labour migration alongside significant numbers of humanitarian arrivals seeking protection.
The report highlights the diverse skills and integration needs of Norway’s migrants and examines the impact of recent policy changes, including the 2021 Integration Act, which aims to provide tailored support and improve labour market preparation. While the implementation of these reforms coincided with measures to address COVID-19, the report evaluates their potential to address longstanding challenges. Norway’s integration efforts occur within a highly skilled labour market and a social welfare model that relies on strong employment levels for both genders.
